Doug McCree has 22 years of experience in the Affordable Housing Finance industry. He joined the Community Development Group of American Security Bank in Washington, D.C. in 1989. Since then, he has financed billions of dollars of new construction and rehabilitation in communities throughout the Southeastern United States.
In 2004, he assumed leadership at First Housing and has successfully increased the company’s role in the affordable housing industry by more than doubling the size of its servicing portfolio. He created First Housing University for Tax Credit Compliance training, launched a dedicated affordable housing servicing platform and opened new offices outside the Florida marketplace.
Mr. McCree has been an active participant in industry trade groups including NCSHA, ALFHA, and FLALHFA. At the Mortgage Bankers Association, he has held leadership roles including Chair of the Mortgage Action Alliance, Vice Chair of MORPAC, Multifamily Steering Committee, LIHTC Working Group and the Multifamily Council. In recognition of these efforts, Mr. McCree received the Burton C. Wood Legislative Service Award in 2010.
An active member of the community, Mr. McCree serves on the Board of Directors of the Spring of Tampa Bay, the CEO Council of Tampa Bay, co-Chair of the St. John Greek Orthodox Day School Annual Fund and heads the Sailing Program at the Tampa Yacht and Country Club.
Ed Busansky has 12 years of experience in the Affordable Housing Finance industry and over 25 years of experience in MultiFamily Lending. He joined the Community Development Group of Bank of America in Tampa in 2000. Since then, he has helped finance billions of dollars of new construction and rehabilitation in communities throughout the United States.
In 2002, he assumed a leadership role at First Housing and has successfully increased the company’s position in the affordable housing industry as the head of the affordable housing real estate group, which does underwriting for State and Local Housing Finance Authorities. He heads up the First Housing Lending Pool which has financed over 20 properties (2,000 units) in Florida during his tenure. Furthermore, he oversees the origination department for HUD multifamily loans at First Housing.
Mr. Busansky has been an active participant in affordable housing, including the Florida Housing Coalition, Hillsborough County Housing Authority, ALFHA, and FLALHFA. He has held and currently holds leadership roles including Vice Chairman of the Florida Housing Coalition and Hillsborough County Housing Finance Authority.
As First Housing’s Quality Control Officer since 2005, Candyce Jones is responsible for monitoring First Housing’s compliance with the MAP Quality Control Plan, as well as reviewing and testing the company Business Continuity Plan.
Ms. Jones regularly reviews all company departments to determine compliance with contractual requirements. Based on these reviews, she recommends changes to internal procedures that ensure high quality service to all clients. In addition, Ms. Jones is responsible for the development and implementation of the Black Cat loan servicing system.
During the first six years of her career with First Housing, Ms. Jones served as Vice President of Construction Loan Administration with responsibility of construction draw analysis and disbursement approval. Prior to joining First Housing in 1998, Ms. Jones had over 30 years of residential and commercial real estate loan management and construction experience. This experience included both community and national banks in Florida and Georgia. She has been active in numerous civic and local organizations since moving to the Tampa area and joining Landmark Bank (now Bank of America) in 1976.
Ms. Jones completed both the ABA National School of Real Estate Finance and the MBA School of Quality Control.
Scott Moreman has 22 years of experience in the Real Estate industry. He started a real estate development company in Danville, IL in 1989, which focused on the rehabilitation of affordable multifamily and single family homes. After 10 years of building a real estate portfolio, he sold all company held assets and moved to the state of Florida in 1999. In that same year he joined First Housing to start up the Mark-to-Market underwriting group that would be responsible for creating debt restructure plans for the many Project-Based Section 8 communities throughout the Southeastern United States.
In 2006, he assumed leadership of First Housing’s FHA Department and has successfully increased the company’s pipeline in market rate and affordable housing underwritings and closings. Through the multiple FHA Programs he is currently managing an underwriting portfolio in the hundreds of millions of dollars of new construction, substantial rehabilitation and refinance.
Tricia L. Gallagher is a multi-lingual, solution-oriented professional with over 10 years experience and proven ability in the areas of law, real estate, banking, insurance, import/export and consumer/commercial liabilities. She previously served as a senior level Compliance Officer for a variety of business entities overseeing multi-billion dollar portfolios. Throughout those tenures she was responsible for maintaining regulatory compliance with all local, state and federal laws and was instrumental in designing and implementing new and improved safeguard security processes, policies, and procedures to enhance and monitor critical regulatory compliance systems.
In 2008, Tricia joined the senior management team at First Housing to manage the personnel charged with executing daily activities in the Loan Administration (Servicing and Construction Management) Department. Since then, Tricia has done a complete overhaul of its policies and procedures as well as introduced streamline standard operating procedures which have significantly helped overall operations. In addition to personnel management, she supervises and conducts in-house audits of all incoming pre- and post-closing loan packages to ensure all respective loan requirements are in place and handled timely and efficiently to ensure borrower, investor, and development collateral are secured and free from liens and liabilities.
Tricia is an active member and participant in the Tampa Bay area music community which frequently includes and supports a variety of charitable causes. She actively contributes to several other foundations and charities such as the Spring of Tampa Bay, Susan G. Komen, Elmira’s Wildlife Foundation, the Humane Society, United Way, and other non-profit organizations.
Anne Gehlsen has 31 years of administrative experience. She joined First Housing in 1990 as an Executive Assistant and Corporate Secretary, bringing experience from banking, real estate development, and city government. In 1992 she took on the role of Office Manager, and in 2002 added the responsibilities of Network Administrator.
Anne was instrumental in the creation, implementation and ongoing maintenance of a comprehensive Business Continuity Plan for First Housing, which resulted in an off-site network solution to maintain business continuity in the event of a disaster. In 2000, she was instrumental in creating a “Fun Committee,” charged with engaging the employees in fun, energizing, team-building activities. This committee remains active today and has brought much diversion and camaraderie to First Housing. She organized eight charitable golf tournaments through First Housing’s Foundation, raising over $106,000 for various charities throughout the state. In 2011, First Housing launched the First Housing University, a comprehensive catalog of online compliance courses. Anne has been heavily involved in the course review, administration, and marketing of this exciting product.
In her role of Network Administrator, Anne led the team in structuring the OnBase document management solution, which has increased the accessibility of information while reducing the amount of paper being stored off-site. In addition to handling the daily maintenance and trouble-shooting of the network servers for 50+ users, Anne administers the OnBase document management system, the eLogic LMS learning platform, the Shoretel VOIP phone system, and the FICS loan servicing system. She has recommended, coordinated and implemented numerous network moves with minimal downtime.
Ms. Gehlsen is a Child Abuse Council Volunteer & Donor, a past Paint Your Heart Out Volunteer, a Breast Cancer 3-Day Walker, and a 20-year+ United Way of Tampa Bay Donor.
Cindy Hardwick serves as Vice President of Compliance and has been with First Housing since 1991. Ms. Hardwick is responsible for supervising and monitoring compliance for multifamily programs administered by local and state housing authorities. These programs include the monitoring of Low Income Housing Tax Credits, HOME, SAIL, MMRB, TCAP, and TCEP. Her responsibilities include the monitoring of Regulatory Agreements to ensure property owners are in compliance with the committed requirements. These requirements include applicable set-aside percentages, income and rent restrictions, and required amenities. Ms. Hardwick’s vast knowledge in the affordable housing industry proves to be a valuable asset in the realm of supervising employees; and ensuring that Program Reports, Management Reviews, and Physical Inspections are evaluated according to regulation. Ms. Hardwick is a Housing Credit Certified Professional and has maintained this designation since 1999.
Missy Brooks serves as Vice President of Compliance and has been with First Housing since 1987. Missy oversees the responsibilities of compliance staff members. In addition, she monitors training of new agents in conducting on-site audits under various affordable housing programs and oversees the preparation process of upcoming regional workshops. She is the contact person for Florida Housing Finance Corporation, Pinellas County Department of Community Development, and Miami-Dade Housing Finance Authority Compliance Specialist. Missy approves Management Review drafts and final copy along with all backup documentation completed by Compliance staff to ensure completeness and accuracy prior to submission to county/state agencies and owners. In addition, she approves monthly/quarterly billing for compliance services and prepares the annual budget for Compliance Department.
